Doug Young

Executive Vice President

Doug Young has developed and integrated software and health information systems for over 40 years. His leadership and Agile system delivery experience includes managing $100 million programs. He has directed data warehouses that integrate large data sets processed through complex analytics to visualize cost and services for over 1 million users. His data warehouse experience extends to secure processing of protected health information (PHI) and personally identifiable information (PII) data, while leading a 150-person team, including contractors and government personnel.

As a NewWave Executive Vice President, Doug oversees the organization’s Centers for Medicare & Medicaid Services (CMS) accounts, ensuring his team brings innovation and value to our client’s mission. His areas of focus include big data preparation, cognitive services, and Patient Wallet: a decentralized, electronic health record data-sharing platform that incorporates Blockchain.

Doug came to NewWave from Booz Allen Hamilton (Booz Allen), where he served as a Principal Director leading system delivery, integration capture, and performance in their Federal Health market. During his time at Booz Allen, he played a major role in establishing the Marketplace System Integrator (MSI) contract for CMS; leading governance, technical coordination, and compliance for Agency systems. His project management included communicating and coordinating with contractors, collecting and presenting dashboard metrics, system scheduling, large-scale transition, and risk management.

Prior to his support of the MSI contract, Doug performed strategic and tactical systems planning and integration for vital CMS initiatives, including value-based purchasing and clinical quality reporting. As the Program Director of the CMS Physician Quality Reporting System (PQRS) development team at Telligen, he delivered a Technical Reference Architecture (TRA)-compliant, Affordable Care Act (ACA)-mandated value-based purchasing system. The CMS Technical Review Board and Chief Technology Officer specifically cited the PQRS implementation as a noteworthy example of system delivery and integration.

As a certified Project Management Professional (PMP), Doug has directed projects that deliver innovative and high-quality healthcare solutions and analytic services.
